You can't take it very far with Samara coz she's an uptight justicar. Kelly doesn't count as a relationship because whatever happens with her is more or less implied. You can go as far as possible with both of them without impacting your relationship with Liara.
The closest you can come with Samara is that she'll say "in another time, another life." With, Kelly, you can get her to do a silly dance and cuddle after the game if you took her to dinner and then talk to her after beating the game with no other love interest to conflict with. As to being unfaithful, it has been said that as long as your LI's picture is still standing on your desk, you will still be considered as faithful to the game. As it was stated you can not romance either of them. You can flirt with Kelly and get her to come to your room and dance for you but its not considered anything and you can't get further then that with her. Samara is just not a option, not sure why but she is not.
Your choices are tali, jack, and miranda.....there is probally a guy guy option but I don't recall if there was.
neither are options for you, although it is believed that there may be some effect of flirting with kelly, though that stuff is believed to appear in mass effect 3.

im not sure if u can romance them both at the same time but you dont have sex with either of them and are still faithful to liara
