There are some major changes so it kinda depends. The story was better in the first game, which makes sense since ME2 is the middle part of the trilogy. The character progress is altered. There are much less skills and skill levels allowing much less freedom in your character's progression. Combat is more refined now and the game plays more like a Gears of War type third person shooter.
The squad is better in ME2. Instead of six squadmates you get 10 plus two downloadable character (one of them being a free download). Each squadmate comes with a loyalty quest that allows the player to know much more about their motives.
Inventory is gone. Instead you scan weapons or buy blueprints and use minerals to buy upgrades. I think this system is pretty good but it's a bit too limited.
Overall I prefer Mass Effect 2 because of the better combat and better sound.
Yeti, since the PC version is a console port you can run Mass Effect 2 on entry level hardware as well. I play it on an older mid-range on max settings, 50 fps and a resolution of 1920x1080.

Is Mass Effect 2 better than the first?Absolutely. If you liked the first, you should get the second. I absolutely love Mass Effect 1 and 2. Mass Effect 2 streamlines the inventory/item system, and introduces some better AI control.
